NYC voting site on Umbraco

Phases has been a key technology partner for Blue State since 2021, developing and maintaining the NYC Votes platform, which serves 5.5 million eligible voters in New York City. The website, built on the Umbraco CMS, is designed to help users navigate election changes, access detailed candidate information, and find their local district’s ballot.

The initial project was delivered in just four months, with Phases recognized by Umbraco with the 2021 Best Gold Partner Solution Award for delivering a high-quality solution under tight timelines.

Since the launch, Phases has continuously improved the platform, addressing technical challenges with strategic updates. A notable example is the initial implementation of Umbraco’s multilingual solution, which was later refactored to integrate with an external service provider for greater scalability and functionality. This change allowed the platform to more effectively manage 14 different languages, a critical feature for New York City’s diverse population.

Additionally, Phases successfully migrated the website’s engagement features, such as forms, from Nation Builder to Salesforce—a transition that improved the platform’s data management and streamlined workflows.

In addition to these updates, Phases and Blue State work closely with the New York City Campaign Finance Board each year to introduce new features focused on improving usability and accessibility. This work is driven by an Agile methodology to ensure alignment with client priorities and budget.

The continued success of this collaboration highlights Phases' ability to partner seamlessly with design agencies internationally to deliver mission-critical technology solutions.
